We've all been there. Depending on the crack, you can fix this one of two ways, but you can fix it yourself, you weekend warrior you! Watching the community bloom at Holding Court

First up at 7 p.m. Tuesday, April 26, is Lucy Hardiman, a nationally known garden designer. She will be discussing how to grow plants vertically.

From beach trips to bowling to ballgames, the social club, which is open to anyone 21 and older, is all about fun. The group has even gone ziplining. Activity ideas are generated by club members.

And dont forget to wear your bonniest bonnet for the hat contest at 3:45 p.m. No chapeau? No worries. If you do not have a hat, there will be plenty to borrow. Gloves are also encouraged.

The students have been fundraising frenetically for months, and thanks to those efforts and the generosity of the North High community, plane tickets have been purchased for the delegation.

The first fundraiser is aMexican dinner that will begin at 6 p.m. April 30 at the Fraternal Order of Eagles lodge,371 SPacific Highway,Woodburn, OR 97071. The cost is $6 for any item on the fundraiser menu.

According to the American Red Cross, although an estimated 38 percent of the U.S. population is eligible to donate blood at any given time, less than 10 percent of that population actually does. This is an alarming statistic because blood cannot be manufactured,it can only come from human donation.

Wolcott said the 30 applicants were then whittled to the eight, and several criteria beyond GPA were considered for the cut.

The society's emergency services fund is being tapped heavily these days. Itis currently serving 800 families from our community monthly with food supplies and rent and utility assistance. Crawford said the society is getting at least 10 requests daily with these life essentials.

The next meeting before the group breaks for the summer (monthly meetings resume in September) will feature Maurice Horn, co-owner of Joy Creek Nursery and one-time board members of the International Clematis Society. Horn will speak at 7 p.m. at the Tuesday, May 24 meeting, also in the Anderson Room at the library.

Hours are 8:30 a.m. to noon and 1 to 5 p.m. Monday, Wednesday and Thursday; 8:30 a.m. to noon and 1 to 6 p.m. Tuesday; and 8:30 a.m. to noon Friday. Walk-in intake hours are 9 to 11 a.m. and 2 to 6 p.m. every Tuesday.

And in big news, Andreasaid Ag Fest will continue its annual tradition of horse-drawn wagon rides, but in an effort to minimize wait times, officials are adding a second wagon this year.

On June 18, a group of eight students and three teachers are traveling to Kawagoe through the Kawagoe Cultural Exchange program, which has been ongoing since 1987, Wolcott said.

Webber, a former state senator, is part of the Institute for Modern Government, a local nonprofit organization that analyzes issues and problems facing government and collaborates on solutions. The organization is looking to recruit volunteers to assist with its website and content. Additionally, it is seeking fundraising support.

The gallery is also seeking submissions for its next show, which takes place May 4 through 28. The theme, Textiles from art to apparel, includes felt, fabric, knitting, crocheting, lace making, basketry, weaving and any other textile art form that is artistically employed. Entry fee is $10 for one item or $25 for three. Drop off your goods 11 a.m. to 5 p.m. Friday, April 29, and Saturday, April 30.

Michele Vanderyacht of southeast Salem'sEpic Fitness wants to do more and give more back to the community, so starting May 6, she's hosting a Red Cross blood drive at the gym and then she'll repeat the event every 56 days -- the minimum amount of time allowed between blood donations.

Originally from the Bay Area, Scott moved to Salem about a year ago after living in Portland for a few years. I had a hard time connecting in Portland, but an easy time here. Its more accessible, he said. Its a wonderful place. Everything here is making me want to paint and paint and paint.

"But they need to eat and sleep while they're there, and we need to prepare for a reception we give to the Japanese students when they arrive next fall, to extend to them the same courtesies they give us, which is why we're having these fundraisers," Wolcott said.

Rain or shine, the Ag Fest brings together urban families to teach them about the importance of agriculture in the state. This year, it's expected that more than 18,000 people will learn through more than 60 free activities how important agricultures economic impact is to the state, Andrea Krahmer said.

The office merged with Legal Aid Services of Oregon about 10 years ago, said Angelica Vega, and decided the move was a good time to update the name.

To help replenish the fund, St. Vincent de Paul is hosting a folk concert with Massachusetts singer and guitarist David Roth, who is known for combiningsong, spirit and speech in person and on CD.

"When the weather gets nicer it getsharder to get folks in to donate blood. But nice weather doesn't mean the need for blooddecreases. This is my way of helping out," Vanderyacht said.

On the same night as the artist reception, there will be a spring/Mothers Day themed Make-N-Take card event hosted by the gallery and Runaway Arts & Craft Studio. All ages are welcome. Materials will be provided and Christy from Runaway will be there with ideas and offering assistance.

Gould, a fourth-year Japanese student, said about 30 students applied for the exchange, which sends North Salem High students to Japan every other year. During the off year, Japanese students visit Salem. The students stay first with host families and then in youth hostels.

The weather was a perfect 80 degrees outside and passers-by squinted into the sunas they stepped lightly along the sidewalk. The final fundraiser is a movie night set for 7 p.m. in the North Salem High School auditorium. The cost to see the movie, "My Neighbor Totoro," (in Japanese with English audiotrack) is a suggested donation of $3 per person. A concessionstand will also be set up with profits again going to the delegation's trip fund.

A variety of mini sandwiches, scones and Devonshire cream, plus a couple of gluten-free optionsare just a few of the treats to be relished. There will also be a fashion show featuring childrens attire, sponsored by Mother Goose Resale, and adult wear, sponsored by Rags to Riches, beginning at 3 p.m. And a talk about brewing proper tea.

"He will finally answer the question of whether it's pronounced cle-matis or clem-atis as well as talk about the history and development of the clematis," Farouk said.

While she was gone, the Willamette Heritage Centerawarded the Dairy Lunch its 2016 Heritage Enterprise Award for being the "oldest continually operating restaurant" in Salem. It has been in operation since 1929, which has it edging out White's Restaurant on SE Commercial Street by eight years.

The Red Cross also now allows blood donors to save time by completing a RapidPass on the day of their donation. Answering questions prior to arrival reduces the process. The blood draw typically takes about 12 minutes, Vanderyacht said, but the process can take about an hour and 15 minutes because all donors must provide a medical history and are given a mini physical and have their temperature, blood pressure, pulse and hemoglobin checked.

Clematis is perennial buttercup-family plant that has brightly colored flowers of varying size and form.

The group meets at 6 p.m. on the first Monday of every month at Center 50+, 2615 Portland Road NE. Its a social time for members to meet, visit and have the opportunity to sign up for future events. Dessert is served and coffee is available.

"After you donate, they give out great cookies," Vanderyacht said. "So workout before you give blood to work them off and remember no heavy lifting afterward."

According to volunteer Gretchen Carnaby, the sale has the "most incredible" organically grown tomato plants and the "widest selection" of herbs available, plus an unusual selection of perennials, shrubs and trees.

We are always looking for new people. New people bring new ideas and new activities, member John Jost said.

An appointment is "strongly recommended," she said because last time, several people without them arrived close to quitting time and they were turned away.

"We send a delegation that best represents our student community; not all are in Japanese classes," Wolcott said.

Navy radio might be crippling Conn. garage doors

HARTFORD, Conn. A radio signal being transmitted out of a submarine base is likely behind reports of garage doors failing to open and close in southeastern Connecticut, the U.S. Navy said Monday.

The signal is part of the Enterprise Land Mobile Radio system, which is used by the military to coordinate responses with civil emergency workers, said Chris Zendan, a spokesman for submarine base in Groton.

The problem, first reported by The Day of New London, is that the same frequency is used at very low levels by the manufacturers of garage door openers. The signals from remote controls to open or close the doors are blocked by the signal from the base.

Overhead Door Co. of Norwich Inc. told the newspaper it has been receiving complaints from several towns near the base and has found no problem with its equipment. The Associated Press left messages with the company Monday.

Sondra Tuchman, of Montville, told the newspaper she has to get out of her car, stand in front of the door and press the remote for the opener to work. She said an installation company told her she would have to pay about $300 to change her system to another frequency.

The garage-door companies do not need to be licensed to use the frequency because the remote controls transmit at such low levels, Zendan said. But the homeland security needs for the signal take precedence, he said.

"Because garage door openers are unlicensed devices, they are not offered any protection from interference by licensed users in the same frequency band, and in fact are required by federal law to accept interference from licensed users," Zendan said. "Base commanding officers do not have the authority to change those systems, and unfortunately we cannot offer compensation to the unlicensed users."

Dave Osso, brand manager for The Genie Co., a Mt. Hope, Ohio, manufacturer of garage door opening systems, said the problem dates to the 1990s, when the military began using the same frequency used for door openers. The company sells dual-frequency openers that switch to a different frequency if interference is a factor, he said.

"For the most part, people over the years figured it out," Osso said.



For decades, the military has held a portion of the radio spectrum, from 138 to 450 megahertz, in reserve. But that range came back into use after the Sept. 11, 2001, terrorist attacks, when officials discovered they needed a new system to allow civil and military first responders to communicate.

The ELMR system, which uses radio frequencies between 380 and 399.9 megahertz, was developed. It began operating at the sub base last summer but is not unique to the state.

3-year-old killed by garage door: Young girl pinned and does not survive

Sadly, a 3-year-old was killed by a garage door in Waldorf, Md. on Friday. The accident happened around 4 p.m. and WTOP reported the details about the tragic accident on April 5.

There were people inside the house when the accident happened, and an adult heard the door close and went to check on the girl within minutes. The 3-year-old killed by the garage door was pinned with the door on her back, and she was pronounced dead at the hospital.

Garage doors, whether they are manually operated or have a garage door opener attached, need to have periodic maintenance to keep them operating efficiently. Things You Will NeedSocket wrench and sockets are recommended but open end or box wrenches will work, replacement roller, C-clamps, 2x4 inch board cut to proper length, Silicone or Teflon based penetrating spray lubricant,

Step 1Garage doors should be opened prior to working on the hinge and roller assembly. This will help reduce the pressure on the spring and cable. Next install C-clamps under the bottom rollers on each side of the door on the garage door tracks. You can also use a long board wedged under the door to secure it in the up position. If you have a garage opener, unplug it to prevent anyone from accidentally activating it while you are working on the door.

Step 2When the hinge is loosened the door will have a tendency to sag. The door will need to be braced to prevent it from sagging and potentially breaking. This is where a helper can come in handy to hold the panels in place, or if working alone, a 2x4 cut to the proper length can be used as a brace to hold the door panels up. If a board is used, I recommend attaching two other pieces of 2x4x18 inches across each end forming a "I" shape. This will help hold the two door panels in place and act to stabilize the brace to help keep it from slipping while you are working.

Step 3The next step is to remove the bolts holding the hinge in place. Tip the hinge outward from the door to disengage the roller from the track. The roller will now slip out of the hinge. Sometimes a little force with a hammer may be necessary to free it. If the hinge shows wear it would be a good time to replace both the hinge and the roller. Take the old hinge and roller to the hardware store or home center to make sure you get an acceptable replacement. Auto insurers accused of skimping on repairs

The issue is a nationwide one, said John Eaves, the lead attorney for the body shops involved in the lawsuit.

Headlights held together by glue, dented rims and a new hood that's already coming apart are among the kinds of parts allegedly being pushed to go into cars as part of the repairs, according to some repair shops and attorneys general.

"This came wrapped up, out of this box, like it was supposed to be a new part," he said.

"The practice of steering involves jeopardy to the consumer because of the concern about parts," said Blumenthal, referring to the practice of steering customers towards certain preferred service centers.

"The insurance company wants us to put this stuff on their cars. If we refuse to use the part, then they label us as a shop not willing to go along with their program, and then they try to steer our business away from us.

Major insurers deny the claims of impropriety.

He said he fears thousands of Americans could be driving round in vehicles repaired with what he calls junkyard parts after seeking repairs from body shops recommended by their auto insurance companies who took their premiums and picked up the bill.

He declined to comment on recycled parts -- such as the broken headlight CNN saw -- saying he did not know the circumstances.

Alldredge said he did not believe "steering" was happening. He said a benefit of a preferred-shop program came for customers getting repairs done quickly, but it was always a customer's choice.

State Farm told CNN to talk to Neil Alldredge, of the National Association of Mutual Insurance Companies, for more specifics.

"And so the notion that somehow this is meant to ... do shoddy work or to encourage the idea that we have to get it done quickly and move on to the next one really isn't in the insurance company's economic interest."

When asked why insurance companies would require or recommend used parts, fixed parts, or aftermarket parts, he said: "Most companies don't require this. Most companies offer a choice to consumer. Any sort of aftermarket part that you might hear about are usually cosmetic parts. So they're nothing related to the safety, the mechanical parts of the operation of the vehicle. ... In many cases these parts are no different. They're made in the same factories. One just comes out with an auto manufacturer's name on it."

"Safety concerns are raised by this practice of steering because often it involves the use of parts that may be salvaged or inferior or even counterfeit and that is a real urgent and imminent safety concern for the consumer who may have no idea what the origin of the parts are, who made them, or even whether they're installed properly."

"The insurance industry has set up networks of shops, direct repair programs," he said. "And the way these shops' performance are measured is by the amount that it cost to repair cars at that particular shop. ... Just get the car in, make it look like it's fixed and get it out the door."



U.S. Sen. Richard Blumenthal, who used to be Connecticut's attorney general, says not only is there a potential for small businesses to be hurt, but he, too, believes cars repaired through insurance company's preferred service centers pose a safety risk. He has asked the U.S. Department of Justice to investigate.

"It involves people from Maine to Mississippi to California. Every state in the Union has experienced the same sort of struggle here between the body shops trying to do the work the right way, and the insurance companies trying to cut corners and force them to use unsafe parts and unsafe methods on their cars," he said.

"The insurance company may provide a list of auto body shops, and the customer can say, 'No. I wanna http://www.garagedoorsvc.com/ go to Joe's Body Shop around the corner.' And that's their choice. The issue of steering is already something that's not consistent with state law and not something that insurance companies do," he said.

John Mosley, an auto body shop owner in Clinton, Mississippi, explained how he saw insurance companies pushing consumers to "preferred" shops where repairs are done faster, cheaper, and at times unsafely.

"I have been concerned for years about it and why I think the Department of Justice should be investigating," he said.

"I believe strongly that federal watchdog agencies have a role in protecting consumers because serious safety concerns are raised by this practice of steering often involving the use of inferior or even salvaged or counterfeit parts," Blumenthal said.

Insurance companies can cut costs by approving recycled parts or those not made by the original car manufacturer.

More than 500 garages from 36 states are joining in a lawsuit against the top insurance companies, and states like Louisiana, Mississippi and Oklahoma are also getting involved.

State Farm would not grant an interview, but said in a statement: "Our customers choose where their vehicles are going to be repaired. We provide information about our Select Service program while at the same time making it clear they can select which shop will do the work."

Parker pointed to a crack in the lens that he says will fill with water the first time it rains.

Owners say the insurance companies steer their policy holders toward body shops that follow their rules, providing a vital source of business. And they add, if a body shop refuses to make the suggested repairs because of quality issues, the insurers steer their clients elsewhere.

"This is refurbished junk is what it is," he said. "This is junk."

"You can see right here where this bracket was knocked off from a previous accident," Parker told CNN. "It's got a hole in it here, and you can see where they screwed this bracket back on the vehicle. You can see here where all these parts were knocked off and glued back together."

In legal filings, the company denies all the allegations, including that it insists on using aftermarket parts.

Louisiana Attorney General Caldwell said he chose to sue State Farm Insurance because State Farm is the biggest insurer in his state.

Austria To Seize Hitler’s Birth House, Turn It Into Something That Will Keep Neo-Nazis Away

Whether you have a chain drive, a screw drive, or, a belt drive opener, they all program the same. There is a "learn" button on the machine that holds the information from the remote control. The learn button may be located on the side of the opener but, most models have them on the rear of the machine. How you can locate the button easily is to find where all of the wires are running into the machine. The learn button is usually square, but, it can be round. The colors of the buttons can be white, yellow, green, red, or the new frequency is purple.

Look at the photo above and you can see the square (red) button located on the left side of the "Logic board". The logic board is the computer that tells the opener whatto do and when to do it. It is also usually the first thing that lightening will hit in a thunderstorm. I basically is a radio frequency receiver that picks up electrically transmitted signals. Philly warehouse fire hits Mummers Parade band

PHILADELPHIA A huge warehouse fire that erupted Monday might have destroyed elaborate floats and props slated for use in the city's annual New Year's Day parade, event participants said.

Several explosions were reported at the three-story industrial garage in a largely residential area of South Philadelphia, Fire Department Commissioner Lloyd Ayers said.

It took more than 100 firefighters almost four hours to get the four-alarm blaze under control, reports CBS Station KYW.

An elderly neighbor was taken to a hospital and was reported in stable condition.

The band is one of many clubs that participate in the Mummers Parade each January 1st - a century-old tradition often described as Philadelphia's Mardi Gras, with thousands of performers dressed in fancy costumes adorned with sequins and feathers.

"Replacing this is going to be very difficult for us in 21 days," Coper said. "We're very anxious to assess what's salvageable."
